The Chairman of the Presidential Leadership Council:
After reviewing the Constitution of the Republic of Yemen;
And the Gulf Cooperation Council Initiative and its Implementation Mechanism signed on 23/11/2011;
And the Declaration of Transfer of Power No. (9) of 2022, and the decree forming the Presidential Leadership Council issued on April 7, 2022;
And Law No. (3) of 2004 concerning the Council of Ministers;
And Presidential Leadership Council Decree No. (17) of 2026 appointing Dr. Shaya Mohsen Zindani as Prime Minister and assigning him to form the government;
And based on the presentation of the Prime Minister and the approval of the Presidential Leadership Council;
And in consideration of the supreme interest of the country;
It is hereby decreed:
Article (1):
The government shall be formed as follows:
1. Dr. Shaya Mohsen Zindani, Prime Minister a Minister of Foreign and Expatriate Affairs.
2. Moammar Mutahar Mohammed al-Eryani a Minister of Information.
3. Nayef Saleh Abdulqader al-Bakri a Minister of Youth and Sports.
4. Salem Abdullah Issa al-Soqotari a Minister of Agriculture, Irrigation and Fishery Wealth.
5. Major General Ibrahim Ali Ahmed Haidan a Minister of Interior.
6. Tawfiq Abdulwahid Ali al-Sharjabi a Minister of Water and Environment.
7. Mohammed Mohammed Hezam al-Ashwal a Minister of Industry and Trade.
8. Dr. Qasem Mohammed Qasem Buhaibeh a Minister of Public Health and Population.
9. Judge Badr Abdu Ahmed al-Aaridah a Minister of Justice.
10. Lieutenant General Taher Ali Aydhah al-Uqaili a Minister of Defense.
11. Engineer Badr Mohammed Mubarak Basalama a Minister of Local Administration.
12. Mutia Ahmed Qasem Dammaj a Minister of Culture and Tourism.
13. Dr. Anwar Mohammed Ali Kalshat al-Mahri a Minister of Technical Education and Vocational Training.
14. Engineer Adnan Mohammed Omar al-Kaf a Minister of Electricity and Energy.
15. Marwan Faraj Saeed Bin Ghanem a Minister of Finance.
16. Dr. Afrah Abdulaziz al-Zuba a Minister of Planning and International Cooperation.
17. Salem Abu Bakr Mohammed Thabit al-Awlaki a Minister of Civil Service and Insurance.
18. Judge Eshraq Fadhl al-Maqtari a Minister of Legal Affairs.
19. Dr. Adel Abdulmajid Alawi al-Abbadi a Minister of Education.
20. Dr. Amin Numan Mohammed al-Qadasi a Minister of Higher Education and Scientific Research.
21. Dr. Shadi Saleh Basurah a Minister of Telecommunications and Information Technology.

Article (2):
This decree shall take effect from the date of its issuance and shall be published in the Official Gazette.
