President al-Alimi Declares Military Operations to Restore State Institutions, Take Control Over Entire National Territory

His Excellency President Dr. Rashad al-Alimi, Chairman of the Presidential Leadership Council (PLC) and Commander –in-Chief of the Armed Forces, announced today, Sunday, the start of military operations to regain the remaining lands of the republic, which are under the militias control, and to extend state authority and its institutions over the entire national territory, affirming the shift from the preparation and preparedness phase to the liberation phase after exhausting all chances for calm.

His Excellency said in a statement to the Yemeni people: “Based on our constitutional responsibility to protect the sovereignty of the republic and its citizens, and in accordance with the decisions of the National Defense Council, and after completing the necessary procedures and measures, I announce today the start of military operations to recapture the remaining lands of the republic and to extend state authority and its institutions over the entire national territory.”
He added that he had issued his instructions to the armed forces, security services and all military formations to start carrying out their assigned missions according to the approved plans, until the country is freed from the oppression of the Houthi terrorist militia.

The Chairman of the PLC affirmed that the decision to start operations came after the state had given peace all the time and chances it deserved, while the militias responded to the de-escalation efforts with more mobilization and escalation, expanding their attacks and threats against civilians, national facilities, neighboring countries, and international passages.

The President made it clear that the battle is not a war against citizens in Sana’a, Saada, Hodeida, Amran, Dhamar, Ibb or any other governorate, and it is not a war against a sect or tribe. Instead, it is the ‘state’s battle for its people, to restore its institutions, correct past mistakes, and not to confiscate the will of its people or their political future by force of arms.

He addressed the citizens in the militias-controlled areas saying: “You are not the target of these operations; rather, your security, rights and dignity are the main reasons behind them.”
He urged them to stay away from military sites, gatherings and militia supply routes and to protect their children from being dragged into the battles.

At the same time, he restated the state’s commitment to safe return and the announced amnesty, stressing that the door will remain open for anyone who lays down arms, stops fighting in the ranks of the militias, and returns to their family and homeland according to the announced procedures.

The Chairman of the PLC directed the armed forces, security, all military formations, and the popular resistance to strictly adhere to the law and protect civilians, their honor, and property, stressing that the mission ‘is not only about reclaiming land, but restoring the state to it.’

Addressing the armed forces, he said: “No revenge, no retaliation, no attacks on the innocent, no harm to citizens’ property… every Yemeni home is a trust, every citizen is a responsibility, and every city you reclaim should feel from the very first moment that it has returned to the state, free from the oppression, tyranny, and discrimination.”

Alongside the military operations, His Excellency also announced directing the government to prepare a concurrent action plan to ensure that state institutions begin fulfilling their responsibilities in every city, district, and governorate as they are reclaimed, step by step.

The President made it clear that the priorities will include, with the support of brothers and friends, resuming the payment of state employees’ salaries and addressing their overdue entitlements retroactively, launching an urgent program for recovery and reconstruction, repairing roads, electricity, water, and damaged facilities, and creating conditions for the return of displaced people and the resumption of economic activity.

He emphasized that regaining the land will not be the end of the mission, and that the success of the battle will not be measured by the number of cities regained, but by the number of citizens who regain security, the families who return to their homes, and the measures that prevent a return to practices of killing, oppression, and the confiscation of the people’s will.

The President also reiterated the PLC’s full commitment to what the southern-southern dialogue, sponsored by the brothers in Saudi Arabia, will result in, ensuring a fair and comprehensive solution to the southern issue, and affirmed honoring the significant sacrifices made by the southern governorates and their people during the years of war.

President al-Alimi voiced deep appreciation and gratitude to the Kingdom of Saudi Arabia, praising its stance alongside Yemen in the toughest times, its role in supporting state institutions, and alleviating the suffering of the people, as well as hosting millions of Yemenis from across the country.

He said that “the Yemeni people will forever remember these positions in their national memory, just as they have remembered throughout history everyone who stood by them in times of hardship.
” the Kingdom will remain a genuine partner in Yemen’s fate, security, stability, and peace, as well as that of the region”, he stressed..

The President called on all brothers, friends and partners in the international community to stand with Yemen, its armed forces and national institutions to eliminate threats, support humanitarian, economic and relief efforts, and programs for recovery and reconstruction in areas returning to state control.

He affirmed that the state, with sincere support from the Coalition to Support Legitimacy, is carrying out its responsibility to protect its people, restore its institutions and safeguard the waterways, emphasizing that the positions of brotherly and friendly nations at such turning points not only shape the present but also remain long in the memory of peoples.

His Excellency added: “Hostilities are well-known, but what peoples do not forget is who stood by them when they needed it and who chose silence when their stance was necessary.”

The Chairman of the PLC said that Yemenis have long awaited this decisive day, the start of a critical phase “where the state regains its land and institutions, citizens reclaim their rights, and weapons return to their rightful place under the authority of the law.”
