Presidential Leadership Council’s decree to revoke al-Zubaidi’s membership from the Council for committing high treason, referring him to Attorney General

The Presidential Leadership Council (PLC)issued today, Wednesday, a decree to revoke membership of the PLC’s member Aidaroos al-Zubaidiship for committing high treason and to refer him to the Public Prosecutor.

The text of the decree is as follows:

After reviewing the Constitution of the Republic of Yemen,
The Gulf Initiative and its Executive Mechanism,
The decision to announce the transfer of power issued by Decision No. (9) of 2022 And the formation of the Presidential Leadership Council,
And the Law on Crimes and Punishments No. 12 of 1994.
And pursuant to Law No. (6) of 1995 regarding the procedures for accusing and prosecuting holders of high positions in the state,
And pursuant to the Republican Decree Law No. (21) of 1998 concerning military crimes and punishments,
And pursuant to the Republican Decree declaring a state of emergency in the country following the events that occurred in the southern governorates,
And pursuant to the Presidential Leadership Council Decision No. (1) of 2026.

Based on the powers granted to us under the Constitution and the law, and out of concern for the security of all citizens and their fair issues,
And in affirming commitment to the sovereignty of the Republic, and as it has been established that Maj. General Aidaroos bin Qassem al-Zubaidi has defamed the fair southern cause, exploited it to commit severe violations against civilians in the southern governorates, harmed the political and economic position of the Republic of Yemen, attacked the Constitution and constitutional authorities, obstructed the State’s efforts to confront the coup and rebellion, and incited internal strife through military rebellion led by Aidaroos bin Qassem al-Zubaidi and committed grave violations against innocent citizens.
It has been decided:

First: Referring Major General Aidarous Qassem Al-Zubaidi to the Attorney General and suspending him for committing the following crimes:

1. High treason with the intention of undermining the independence of the Republic in accordance with Article (125) of the Crimes and Penal Code.

2. Damage to the military, political and economic status of the Republic in accordance with Article (128/1) of the Crimes and Penal Code.

3. Forming an armed gang, committing murders of officers and soldiers of the armed forces, exploiting and harming the just southern cause through grave violations against civilians, sabotage military installations and sites in accordance with Article (126) of the Crimes and Penal Code, and the armed gang’s adoption of permanent confrontations against our armed forces without any regard for lives.

4. Attacking the Constitution and constitutional authorities in accordance with Articles (131 and 132) of the Crimes and Penal Code.

5. Violating the Constitution, violating laws, and infringing on the sovereignty and independence of the country in accordance with Article (4) of the Law on the Trial of Senior Officials.

Second: The dismissal of Aidaroos al-Zubaidi’s membership from the PLC.
Thirdly: The Attorney General shall carry out the investigation and take action regarding the aforementioned incidents in accordance with the applicable laws.
