The Presidential Leadership Council has warned that espionage, financing Houthi militia activities or providing any form of support to the group constitute criminal offenses punishable by law, vowing firm action against anyone found to have undermined Yemen’s security, sovereignty or military and security capabilities.

In a statement issued Tuesday, the Council directed security and military agencies and the competent judicial authorities to take urgent legal measures against those involved, strengthen domestic security, and protect state institutions and national defense secrets. It stressed that penalties for certain offenses against state security include the death penalty and that no official position, military rank or personal influence grants immunity from legal accountability.

The Council called on citizens and state employees to cooperate with the relevant authorities and promptly report information about suspected espionage and collaboration with the Houthi militia through official channels. It also directed the authorities to facilitate the submission of reports and ensure the confidentiality and protection of whistleblowers and witnesses in accordance with the law.

It instructed security and military agencies and judicial enforcement officers to act promptly when credible evidence of such offenses emerges, collect and preserve evidence, and take the required legal measures under the supervision of the competent prosecution authorities. The Council also called on the public and military prosecution services to complete investigations without undue delay and refer suspects against whom sufficient evidence exists to the competent courts.

Citing national legislation, the Council warned that offenses threatening Yemen’s security and independence, weakening its armed forces, disclosing national defense secrets, aiding the enemy or conducting espionage on behalf of a hostile state supporting a terrorist militia carry severe penalties, including the death penalty.

The Council warned officials and military and security personnel against using their positions, influence or resources to support the Houthi militia or facilitate its criminal activities, stressing that no official rank or position exempts anyone from legal accountability.

It praised the armed forces and security agencies for protecting citizens and maintaining security and stability in liberated governorates. It also called for heightened vigilance and coordination, stronger protection of vital facilities and sensitive information, and intensified efforts to prevent infiltration and safeguard national defense capabilities.

The Council reaffirmed that the state would firmly confront any criminal acts targeting the republic, national sovereignty or citizens’ security, pursue those responsible and enforce judicial rulings in accordance with the law. It stressed that the sacrifices of fallen soldiers, wounded personnel and those serving on the front lines would remain a national responsibility and a driving force in efforts to restore state institutions and achieve security, stability and peace.
