His Excellency President Rashad al-Alimi, the Chairman of the Presidential Leadership Council, chaired a mini government meeting on Monday.
The meeting was attended by Council member Salem al-Khanbashi, Governor of Hadramout, and Prime Minister, the Minister of Foreign Affairs and Expatriates Dr. Shaya Zindani, the Governor of the Central Bank of Yemen Ahmed Ghaleb and Head of the Economic Team Hossam al-Sharjabi.

The meeting discussed the latest national developments, the level of progress in implementing economic and service reform priorities, and the mechanisms for follow-up during the next phase.

The meeting also addressed efforts to enhance security and stability in the temporary capital, Aden, and the liberated governorates, as well as strengthening institutional coordination and integration at both central and local levels.

The participants listened to an initial report from Minister of Interior Major General Ibrahim Haidan regarding the heinous assassination crime that targeted yesterday, Sunday, the Acting Executive Director of the Social Fund for Development, Wissam Qaed, in the city of Aden, and the findings of the security agencies, including the arrest of one suspect involved in the crime.

The meeting expressed its sincere condolences and deep sympathy to the family of the martyr Wissam Qaed, who was killed by terrorist elements in a desperate attempt to disrupt the situation, undermine stability and trust in national and international institutions, and target the concept of the state and the development work environment.

The meeting affirmed that this cowardly terrorist attack will not go unpunished, and that the state will continue pursuing the perpetrators and bringing them to justice in accordance with the law.

The meeting praised the vigilance of the security services and their significant efforts in pursuing terrorist elements and foiling plots targeting social peace, including the recent dismantling of a terrorist cell planning a series of assassinations and acts to destabilize security and stability. It stressed the state’s full commitment to protecting citizens, relief workers, and the business community, ensuring that criminals do not escape punishment, and reaching the networks behind these crimes and their supporters.

The meeting reviewed reports on the implementation of the Presidential Leadership Council’s decisions and the recommendations of the previous mini government meeting with governors, particularly Decision No. (11) of 2025. This includes improving public revenues, closing any accounts outside the Central Bank, and preparing an urgent plan to secure fuel for power stations in preparation for the summer season.

During the meeting, President al-Alimi praised the progress made in long-standing reform measures, stressing the importance of protecting the gains achieved on the ground.

“There can be no economic reform without security, and no stability without enforcing the rule of law, as security is the fence that protects these reforms and ensures their continuity,” he said.

He reaffirmed that Decision No. (11) represents a binding action plan for all entities, requiring full commitment to transferring revenues to the Central Bank and ending any illegal collections or resources outside the law.

He also reiterated that the partnership with Saudi Arabia represents a fundamental pillar in supporting these reforms, and that any attempt to undermine this partnership directly targets the interests of Yemen and its people, and their aspirations to restore state institutions, security, stability, peace, and development.

The President reassured Yemen’s partners among international organizations and the donor community of the protection of development workers, emphasizing that recent incidents will not deter ongoing development programs or normalization efforts, but will instead strengthen determination to establish security and the rule of law.

He called on all Yemeni citizens, political forces, and social components to strengthen unity, rally around the state project, build trust in its institutions, and fully cooperate with security agencies to establish security and stability, as this is a shared national responsibility that cannot be delayed.

“Experience has proven that progress is only achieved through hard work, prioritization, and investment in people and essential services that directly affect daily life, such as water, electricity, education, and health, in a way that ensures building a stable economy and a secure future for future generations,” he said.

He added that today, we are at a moment that requires everyone to stop wasting time and opportunities and to focus on what directly serves citizens, strengthens their resilience, improves their living conditions.

” We should put our country on the right path toward recovery and stability and ending the coup of the Houthi terrorist militias supported by the Iranian regime,” he emphasized.
