The Houthi rebel militia continues to transform public and private-owned facilities into military barracks in various areas under its control.

The rebel militia has transformed warehouses of the Political Security Prison(PSP) in Ibb province into a lab for manufacturing explosives.

The Houthi militia detonates from time to time combat equipment and other explosives and then re-install and manufacture them in recently-created at labs inside the PSP in the province.

PSP is located in the middle of a an old residential neighborhood in the old city of Ibb and is near the Maternal and Childhood Hospital, which is constantly crowded with mothers and babies patients.

The Houthi rebel militia deliberately set up explosives factories in the most crowded neighborhoods of civilians, in order to avoid being targeted by the Arab coalition aircraft.
